78688. Nothing in this division diminishes, or otherwise affects,
the requirements of the California Environmental Quality Act
(Division 13 (commencing with Section 21000) of the Public Resources
Code) or the National Environmental Policy Act of 1969 (42 U.S.C.
Sec. 4321 et seq.).
