SECTION 21285
21285. Notwithstanding any other provision of law, in any district
where there are not more than 15 voters at such time as the
publication of notice of a general district election, no such general
district election shall be held, and all offices shall be filled by
appointment pursuant to Section 10515 of the Elections Code.
