HEALTH AND SAFETY CODE
SECTION 851
851. Any board of supervisors may adopt such rules and regulations
with regard to keeping and storing of every description of gunpowder,
hercules powder, giant powder, or other explosives or combustible
material, as the safety and protection of the lives and property of
individuals may require.
